Not necessarily, ICMP Echo request is handled as a low priority task, so router respond when they have nothing better to do. The troubling aspect is the wide variation in latency, called jitter, and that is occurring very early in the route. Dropping ICMP packets is an indication of a possible problem but need to look at the totality of the situation.

Look at oneandone.net beginning at hop 3. Given how horrible the early hops are makes it impossible to tell how much, if any, of the later latency is the result of congestion in the fairpoint and pivot networks. Latency is the result of distance (speed of light in fiber) and congestion. Anything worst then best case is the result of congestion.

Try doing a traceroute (tracert in Windows) going in the other direction to a stable site like this one. That ought to give you a better idea if there is a problem.

I've been having quite a hassle with my internet recently it has huge latency spikes that happen a lot around 6ish PM to 12:00ish pm.

At these times I lose most of my packets.
