HT1000 when Web Acceleration is on Download is SLOWER

How come when Web acceleration is on the Download speeds are VERY slow even with downloads compared with it off???

Here is speedtest with it off. (its raining right now and prime time but most of the time it averages about 10 megs down.)

The only answer is its Hughesnet.
If this was an airline it would be named "Fly By Night "
Hughes is a mess right now, don't see it getting better anytime soon.
