Why doesn't people consider donations of 1 cents, but penetrate the world community so that 1 cents becomes 1 million?

I mean, if everyone gave up a penny to improve our internet, how much funds would that make? No not giving it to the ISP, but make your own network...

And yet the ISPs don't improve it, because they 'don't make enough money, using tax as an excuse'... LOL!

Well, 1 cent is 0.01 and to make a million dollars from it, you need...

100,000,000 million transactions of a penny each...

Why not have everyone donate a dollar to 'upgrade' small neighborhoods with fiber optic cables, and build it slowly bit by bit then? O.o
