She was probably following strict guidelines and wanting to keep her job, by not giving a credit for an act of God/nature, as detailed in terms of service. I've handled billing for a few cable companies and applied credits are reviewed and approved by the next level of authority. If we were mandated to refuse credit, you followed the script. As for knowing when a service was down and when it came back up, there are many variances. A customer might have phone and internet working but the cable is still out. A second customer on that street may have all services working. Yet a third experiences a total outage. Should each subscriber receive the same automatic credit?
