Why does Cogeco rank so low on the list?

Why does Cogeco rank so low on the official Netflix comparison list? The lowest ISP in Mexico gets better streaming from Netflix than Cogeco.

This link is getting hammered now and works intermittently because it's getting tons of Reddit traffic, here is the list from the site:

2 – SHAW 1.73
3 – TEKSAVVY 1.44

5 – ALLSTREAM† 0.78
6 – BELLALIANT† 0.75
7 – ROGERS† 0.75
8 – VIDEOTRON† 0.75

11 – BELLCANADA† 0.72

Obviously someone watching Netflix on Telus in the west is going to have better image and sound than someone on Cogeco.

As someone who pays extra for faster internet because of Netflix this is alarming. Glad I will be switching from Cogeco soon.

Because of data caps, people have to lower the quality in Netflix settings.

I can speak for Videotron, they limit transfers on a per transfer basis.
If you're doing any transfer and can thread it, you can get the transfers running at full speed. (NNTP, SFTP, FTP, etc) If you don't thread the connection, it's difficult to push it over 500kb/sec, unless it's from a local server, anything outside of their network seems to have limits imposed. To Europe it's difficult to push over 200kb/sec on their network.

I guess they consider themselves netneutral as they apply the limits to all networks outside of theirs.

If that's not a representation of the regulatory capture by the oligopolies in Canada where we pay more than most of the developed world for some of the poorest service, then I really do not know what it would take.
