I can speak for Videotron, they limit transfers on a per transfer basis. If you're doing any transfer and can thread it, you can get the transfers running at full speed. (NNTP, SFTP, FTP, etc) If you don't thread the connection, it's difficult to push it over 500kb/sec, unless it's from a local server, anything outside of their network seems to have limits imposed. To Europe it's difficult to push over 200kb/sec on their network.
I guess they consider themselves netneutral as they apply the limits to all networks outside of theirs.
