When am I getting those speed upgrades

When are those speed upgrades going to be complete in Kent, WA??? The cable modem I am using is the Motorola SB6121. I am getting a constant 35Mbps/5Mbps 24/7. It never goes any slower or fast than that. I think I should be getting upgraded to 50Mbps. Does anybody know when will I'll be getting the upgraded speeds???
