You mentioned previously the monthly fee is $20 per ? How many of those are gonna stay if you make it something more realistic like $35 to $45 per month ?
And it depends on your compatibility and how strict you are on what equipment you use.... To me a hodge podge is worth almost nothing so I'd offer 1.2 x annual.
I'd structure it like this. 1.2 x annual in three payments, 1st] 50% up front, 2nd] 50% of remainder at 12 months and 3rd] the remaining balance at 24 months.
Payments 2 and 3 are "pro rated" vs. retained customers through those periods. So if 50% of their customers leave at month number 11 then payment 2 and 3 = $0.
I'd also deduct 50% of the costs associated with upgrading their towers, AP's and CPE's at payment 2, but I'm a bit of a dick

reply to Inssomniak We made a price jump after a WISP purchase from $30 to $50. Yes we lost customers and gained equipment back. Yes, with less customers we still had more money at the end of the month than the lower rate.
