[WildBlue] Fictional FAP Usage II

The original thread about Wildblue fictional usage spikes is Fictional FAP Usage back in March 2008.

Last night a fictional usage spike put my download usage above my FAP limit of 7500 MB for the first time, and Wildblue FAPed my Internet later today. According to Networx the netstat data reads 3.00 times higher than actual usage.

Here is a screen capture of Windows Task Manager Networking tab during the download speed test at Test My Network. The vertical scale is a percentage of 10 Mb/s so the vertical divisions are about 70 kb/s. Yellow is download speed and red is upload speed.




Netstat shows my download usage for today, March 14, 2013, excluding the usage during the first 4 minutes after midnight and up to 20:04 as:

(1277248497 - 605448939) + 25505595 = 697,305,153 bytes = 665 MB

Dividing by 3 gives 221.7 MB which is slightly below 223 MB reported by Networx at 20:04 today. This confirms that Netstat reads about 3 times too high. My usage between 22:04 on March 13, the last reading before the fictional usage spike, and 05:23:15 on March 14, the reading just before I turned my computer off, is:

(1277248497 - 548912265 )/3 = 242,778,744 bytes = 231.53 MB

The WB FAP meter read 7158 million bytes at 22:04. Adding the usage reported by netstat gives 7401 million bytes which is not enough to have exceeded the limit. Because there is some delay in adding usage to the meter, this value represents a lower limit. If I recalculate starting at 19:22:25 on March 13 when I turned my computer on, then WB's FAP meter begins at 7023 million bytes without any usage that needs to be added. So the amount that I downloaded from 19:22:25 on March 13 to 05:23:15 on March 14, according to netsatat is:

1277248497 / 3 = 425,749,488 bytes = 406.03 MB

Add it to the WB usage meter at 19:22:25, gives (7023 + 425.7) million bytes = 7448.7 million bytes which is still not enough to have exceeded my usage limit of 7500 million bytes assuming no usage was subtracted during that period. At 05:23:15 WB's FAP meter ends at 7423 million bytes which shows that 26 million bytes was subtracted.

I do not see anything on my NRTC admintool page that indicates that I am FAPed and there is no email. Just before 21:00 MST on March 14, 2013, my NRTC usage meter is showing 217 MB up and 6277 MB down which is similar to what Fapzilla is reading from AT&T's FAP server which is the source of my data above.

The only time the limit was exceeded was when the fictional usage spike sent the value on the FAP meter to 7520 million bytes for 2 hours. This is proof that Wildblue's fictional usage spikes cause users to be FAPed when they put the usage above the limit.

My usage dropped below the 70% threshold (5250 million bytes) at 11:34 pm last night and then returned above the threshold a few hours later. 15 hours later my speeds have not been restored. At 14:34 today it dropped below the threshold again. Wildblue is faster to slow the speeds than to restore them.

Wildblue FAP Meter vs. Netstat Data


Details about the graph:

The gaps in the WB FAP meter data (red curve) are caused when I turn my computer off stopping the collection of data.

The curve constructed with the netstat data (green curve) uses the following parameters:
delay for adding data is 30 minutes
FAPperiod (the interval for subtracting usage) for February is 30.81 days.
FAPperiod for March is 27.81 days.
WB FAP meter flat-lined on January 30 and 31.
The scale factor for netstat data from January 1 to March 5 is .450.
The scale factor for netstat data from March 5 to March 22 is .333.

The scale factor changed because I installed Netbalancer Free v6.4.3. The scale factor is necessary because the data reported by netstat under Windows 7 does not accurately indicate the data that was uploaded and downloaded from the internet. I determine the scale factors using data from Networx. Variations in the scale factor my explain some of the offsets between the two curves.

The usage during the first half of February using both methods agree fairly well. A discrepancy with the WB FAP meter reading about 100 MB too high occurs on Feb. 14 when I downloaded about 1 GB of data.

On March 10 the WB FAP meter subtracts about 200 MB of data without any corresponding usage from the prior month. This causes the Netstat data (green curve) to report higher usage than the WB FAP meter. Note there are some times on March 11 to March 13 when the Netstat data exceeds the usage limit of 7500 million bytes while the WB FAP meter indicates the usage is below the limit.

On February 14 GMT, just before the large 1 GB of usage was due to be subtracted, a fictional usage spike with an amplitude of 362 million bytes sent me over the usage limit by 20 million bytes causing my speeds to be slowed later in the day.

As scheduled, my meter reset to zero last night.

It looks like the usage meters will be frozen for at least a month while they work on a fix for the modem-looping usage issue..

So that means when WB/Exede resumes counting usage that everyone should start off with zero usage on their meters and resets will continue on your current reset dates.

wm4bama, I think your comment relates to the Exede DAP meter whereas I am still using the legacy Wildblue FAP meter.

My download usage has been below 5000 million bytes since 11:34 pm MST yesterday and first dipped below the restoration threshold of 5250 million bytes on March 22 at 11:34 pm, but my speed is still crippled. I power cycled my modem yesterday to see if that would update anything, but no luck. Get your act together, Wildblue.

WildBlue Original Plans: After exceeding either of the usage thresholds, which vary by service package, the speed of your service will be slowed to 128 kbps download and 28 kbps upload. Your speeds will be restored when your data usage in the prior 30 days falls below 70% for both usage thresholds.

Please note that restoration of your service can take up to 24 hours after falling below both of the 70% Usage Thresholds. This will occur automatically but not instantaneously with the 24 hour time frame

How does the rolling 30 days work (original plans)?

Your daily upload and download data usage is measured to determine if your total usage has exceeded either of your usage thresholds over the previous 30 days for the service plan that you have selected.

A rolling 30 days is defined as the past 30 days from the current date.

For example, if today were July 25, 2011, your usage would be measured from July 25, 2011 back to June 26, 2011. If you check your usage again on the next day, July 26th, your 30-day window would be from July 26 back to June 27.

Note: The rolling 30 days is independent of the number of days in the month.
What a bunch of crock! My data from my FAP meter and my netstat data will not align if I use a fixed FAPPeriod of 30.0 days.

My download usage has been constantly below the restoration threshold since 14:34 MST yesterday. Wildblue has 40 minutes to restore my speed if the rule is that I must stay below the restoration threshold for 24 hours.

Spice, when I was on Legacy and kept up with the Dap rules I remember one Mod telling a Dapped customer that when their usage dropped below 70% to allow 24 hours, then power-cycle the modem to restore speeds.

Don't know if that is still their protocol but it was 18 months ago.

I power cycled the WB modem at 5:05 pm MST, and my speeds are restored. It appears the user must stay below the restoration threshold for 24 hours and power cycle the modem to restore the speeds.

Although I am already FAPed by the fictional usage spike from last night, there is another big one tonight that puts my download usage over the limit. Because my computer has been on continuously for about the last 36 hours, the netstat data is a continuation from last night. Networx indicates my download usage for today from midnight to 10:40 pm MST is 100 MB. The spike has an amplitude of 482 million bytes. Again my NRTC usage meter shows the spike and is under the usage limit.

It is not possible for me to download 482 million bytes in 15 minutes. At 3 Mb/s the most I could download in 15 minutes is:

3 * 1024 * 1204 * 60 s/m * 15 m /8 (bits/byte) = 354 million bytes.

For a third consecutive month a fictional usage spike, this time with an amplitude of 705 million bytes, has put my download usage over the limit of 7500 MB. This might be the largest amplitude I have ever recorded.

The FAP meter at my NRTC Admintool page currently shows 224 MB up and 6662 MB down while the AT&T FAP server shows 229 MB up and 6822 MB down. My speeds are not slowed, yet.

Wow Spice...you are one of the few, if not only, customer on our original Legacy service that's complained about usage problems.

Many Legacy customers have bragged about how accurate the usage meter is for them, including me...never a problem with our usage meter on Legacy....

Compare that to the many, many, complaints from customers on Exede services...I even had one case of the modem looping problem that ran up false usage after upgrading to Exede12, but WB restored that and never another problem.....

On the wildblueworld.com forum several customers are griping about Exede modems looping in a failure mode and driving up their usage counters...but at the same time, Legacy customers are bragging about how accurate their usage meters are..

I hope you can better document the problem...and get resolution and your usage restored without being slowed..

Since you don't have the free late night unmetered service with Legacy services I hope that is not the problem...some Exede customer complain that their LNFZ usage was counted...another totally different problem...

Other than the one isolated occurrence I've not had any problems with the usage counters...

The new firmware downloaded to Exede modems hopefully corrected the problem...but time will tell..

AFAIK, Legacy customers usage does not rely on the internal modem counters like we have on Exede modems, thus the server-side counters for Legacy customers have maintained an accurate count..

I wonder if the pitch to upgrade the Wildblue package or switch to Exede is the motive behind these large amplitude fictional usage spikes the last three months.

The amplitudes of the fictional usage spikes were increased in March 2013 restricting our usage at least 91% of the stated thresholds to avoid penalties. It smells like fraud.

My NRTC FAP meter currently shows 224 MB up and 6668 MB down while the AT&T FAP server that FAPzilla reads shows 229 MB and 6828 MB respectively.

ViaSat-II does not lift off until summer of 2016, some three years away.

There are at least two Legacy beams that have not converted to WiMax format (Exede).

Like Hughes moving off users from leased transponders, if ViaSat needs to have all WiMax format, I would suspect there will be a favorable sales pitch, in your US Mail box.

In three years time, especially with older equipment, there will be equipment replacement.

I am getting the most inaccurate readings from my FAP meter that I have ever detected. Fictional usage is simply being added to the meter. Fictional usage of 200 MB is added to my meter instead of a fictional usage spike. I turned off my computer just after the reading at 22:44 and next turned it on between 12:04 and 12:34 the next day. How does 45.9 million bytes of download get reported on the meter as 246 million bytes, five times more? At the pathetic speed of 128 kb/s that I have under FAP, it would take about 4.5 hours of constant downloading to use that much.

It is 14 hours after dropping below the restoration threshold of 5200 million bytes of download usage, I have power cycled the modem several times, and my Internet is still in FAP mode. I have been FAPed for 18 days so far.

Edit: 21 hours after my usage dropped below the restoration threshold, Wildblue unFAPed me on June 11.

around 5/20, my numerical dynamic IP changed from what I believe to be an Exede-12 format to the traditional WB-1 legacy format.

I could assume other Exede-5 users could have been switched back to their native legacy IP numbers....but I have no data on this topic.

Exede-5 users bean count is done in SB-2 modem, and legacy users at Gateway, I assume.

Maybe a relationship, maybe not...without knowing how they count legacy beans, and their equipment setup, its all speculation. But, an interesting time-wise relationship....if fictional usage exists.

For legacy customers there appears to be a database of the usage logged in 15 minute intervals (remember the SVT that we could access years ago before WB blocked it?) and there is an algorithm that translates the database to the value displayed by the FAP meter. Wildblue may or may not save the readings displayed by the FAP meter. In the past the NRTC saved the readings from the FAP meter whenever the customer accessed them in the admintool page, but I do not know if they still do it because they no longer display the historical usage graph. The fictional usage spikes do not appear in the database meaning they are likely generated by the algorithm. Because I have not carefully studied the fictional usage that appeared recently, I will reserve comment.

Again fictional download usage of ~280 MB appeared on my FAP meter last night. Note that the upload usage is unchanged. When there is a fictional usage spike, it appears on both the upload and download meters.

I got more fictional usage last night. This time it also added fictional upload usage. Judging from the amount in June, it amounts to about 500 MB per month. Combining this with fictional usage spikes up to 700 MB means that Wildblue/Exede/Viasat has reduced the effective download threshold from 7500 million bytes to 6300 million bytes.
