This has been around for quite some time. Previously it was only available to unsubsidized Rogers devices, and was recently opened up to any device.

Frankly, there should be no reason why any provider doesn't love unsubsidized phones even if they're from other carriers or unbranded. Fewer losses due to fraud, ability to relax credit conditions thus allowing a greater number of consumers to become customers, lower cost of support as the carrier has no obligation to provide technical assistance to 3rd party devices.

Also only a measly $5-10 off? I wonder how much more they make not having to give a hardware discount.

Bell and Virgin give you 10% off. Most talk and text plans are less than $50 and most plans with data are less than $100 so this $5 or $10 off from Rogers is better than getting 10% off.
