[Speed Problem] Poor connection - Modem or Router?

I had slow DSL speeds on some websites. I’m using Firefox, a Speedstream 5100b modem, & D-Link router wired to two PCs. The modem “Activity” indicator frequently would just sit there & FF would just indicate “transferring data from www.xxxx.com”. I powered off/on the modem, router & PC, but it made no difference.

I turned on the second PC and was greeted by a message:
Network Error
Windows has detected an IP address conflict.
Another computer on this network has the same IP address as this computer. Etc.

The two Pcs usually would hang up on the same websites but not always. I did an ipconfig/release & ipconfig/renew on the first PC & it went OK.

I did the same on the second PC but got an error message after I typed in ipconfig/release.
I turned off the second PC & disconnected it from the router. But the first PC was still slow and not transferring data sometimes. Turned PC #2 back on & did another ipconfig/release & renew and did not get an error message this time.

I bypassed the router & connected the first PC directly to the modem. But this made no difference. I checked the modem stats & nothing seemed out of the ordinary.

I did a software restart of the modem & that appeared to have fixed the problem.

A few questions:
1) Why would the modem software restart fix the problem while powering off & on did not? Should these do the same thing?

2) What typically would cause an IP address conflict in the first place?

3) If only one PC got the message wouldn’t that mean the router experienced a problem and not the modem?

Any words of wisdom would be greatly appreciated.
