[Speed] Slow Down Speeds during evening no change in up speeds

15/1.5 Suddenlink package
Dropping to 1.5-3Mbit (occasional 4)/ 1.6(+/- .05) no matter where I test from
Utilizing both Java based and html5 based speed tests
Here are the setup's.
(all splitters, barrels, Compression fittings are new)
(all cables new unless cable cable age is given, but fittings are all new even on old cables)

We will call this Bypass Setup (and have gone for days without TV to diagnose ongoing PHONE and now more recent internet issues)

Call this Original Setup (why i bypassed all, laugh but be amazed there is no difference in speed, latency, snr, (but 7db drop on power)

Internet runs slow during evening ever since an outage "a node went down" 3 weeks ago 5pm to midnight (+/- an hour)

Several Questions

What did they do that would cause this?

The tech wants to replace all old wiring (yes it may need to be replaced but i would like for them to get internet restored under Bypass conditions before we monkey around in the attic, Will not put unsightly cables on outside of house)

Why do i need to replace the wiring when the current bypass setup does not utilize them before they will continue further troubleshooting? ALL THE BAD STUFF IS NOT IN THE SETUP

Why would our recent slow during evening internet issues work the same in BOTH conditions if all the old copper is "causing issues"?
They call it coincidence on 2 separate issues, outage/old copper

Under Both Conditions (and others in between) during rest of the day 1am-4pm
20Mbit (+/- 2.0)/1.6Mbit (+/- .05Mbit) from good places (lubbock 90miles and chicago almost 1k+ miles)
16.5Mbit(+/- 2.0) on far away good servers
10Mbit(+/- 2.0) on far away and local slow servers

Turns into 1.5-3Mbit (occasional 4)/ 1.6(+/- .05) no matter where I test from during the evenings

Internet even worked perfectly fine with a bad drop since they turned digital (when i connected a Digital unit and artifacts appeared i assumed it was a bum tuner on the digital flat (including a more recent December digital flat) since the computer tuner picked up everything without any artifacts)
(leaking signal ingress/egress or whatever gress that causes no signal for a couple ms from time to time)

Why would it work perfectly fine then with horrible setup Bad Drop, and not now with the perfectly new single bypass setup.

I expect different ideas from common folk like myself
but i expect answers and not different stories that contradict or "they misinformed you" to have that person say "No they are misinforming me.

Corporate Bureaucracy by Trained Monkeys is all I SEE

For a Continuous Cable Customer for 22+ years i expected more of a response and better Customer Support than a bunch of modem swaping monkeys.

Once i have an answer i will give credit where it is due, but for now it looks like i will continue watching east cost Telstar 5 channels + OTA ATSC and utilize the UNLIMITED 36MBit/13Mbit 4G Tethering / RARELY THROTTLED TO A LOW OF 18/6 4G Tethering Handling 6 Netflix streams and a Netflix style Stream from THAILAND with no issues from a PHONE.

Having never used the 4g for common computer/gaming tasks
i will say Verizon 4G LTE is Amazing, like Sudden(Blink and its gone) was before whatever is wrong happened upstream from the drop. Termination issue, server issue, node issue whatever issue not the house wiring since it's BYPASSED

Update

Apparently the modem decided to do 2 mystery reboots while i am doing my usual speedtest ending at 3.48/1.6

Literally 2 Magic reboots later i am at FULL SPEED then literally 3 minutes since the beginning of the reboot (it's gotten to the point where i time how long it takes to come up)

Back to the Original Setup-- FULL SPEED

What happened to make the reboot not the 6 hr ago T4/reboot in the event log, when they were diagnosing this afternoon.

Is it the Wind (which kicks up here on the high plains on a regular basis), a tech working on the network like they should and actually fixed the issue, or some kind of Magic Harry Potter Wizzardry.
