I think it would be more technically correct to say that bad wiring kills DSL since it is bad wiring that enables common-mode noise to become differential.

Noise is a symptom, wiring is the cause.

Yes get a written letter from the Landlord, And the Bell tech will ensure its good to side of house The Second Tech from telecon will be the one doing the inside wiring - and you usually have a 30 day install warranty with this from what i have seen make sure its good with those 30 days.

I don't think landlord notice will be needed, all they're going to is install a pots splitter.

Thanks... I just called Teksavvy about that and he said because there is already a phone line installed, they would likely run the new line through the same route.. but I mentioned my route isn't very direct (part of the problem that has caused my signal to lose quality), so he said in that case they might drill a new hole to get a direct route... I'll be getting a letter just to be safe.
