What's your signal levels at for upstream and downstream. Have you tried to reboot the cable modem too?

Rebooted modem, router, switch numerous times. Got to level 3 tech support where they claim all is well with signal levels, provisioning etc. Not a capacity problem because it's the same at 4AM or 7PM. Running out of common sense options on my end.
