[BW Meter] Defunct metering

I notice that on my connection that my Cisco 871 router is constantly denying packets, and the recieve light is constantly blinking. When SL had their meters up, I wonder if that denied traffic from their network and from networks afar was counted in the metering. My bet is YES.

What about the data that has to be retransmitted due to errors, and some people may have a lot of errors.

Don't know exactly what it's called maybe uncorrectable codewords.
