OHIO What PUCO told me

"The speed at which DSL is delivered to the end user is not currently regulated. Per Commission order in PUCO case 95-0845-TP-COI, the minimum speed at which regulated phone carriers are required to provide for internet access is 14.4 kilobits per second (Kbps) or 14,400 bits per second (bps)."

Well guess what,

Under 10.Kbps and I am waiting for their response.

They clairfied that less than 14.4 Kbps is dial up service only. They have no regulations for DSL.
