[OOL] Strange Speed Issue with NNTP

I start an NNTP DL, the speed will vary between 150-300KB. The DL maintains that speed. While that is happening I go to speedtest.net and start a test. As the speedtest test starts, the NNTP DL speeds start to rise eventually getting near the theoretical maximum of 7-8MB/s. SpeedTest reports DL speeds of about 50-53Mbps at the same time. This has been reproducable many many times. It's absolutely consistent and has been this way for a couple of months. I called Optimum twice and they insist they are not throttling NNTP but what else could be going on? Does anyone have an idea?

What NNTP server are you using? If it's news.optonline.net, it is, and has always been, speed limited.

no, it's a paid for server. The strange thing I am inquiring about is the fact that the speed increases as I mix in the speedtest.net traffic. Basically hitting speedtest, unthrottles whatever throttling is going on. I am not saying it's OOL as they claim they are not but something is capping my NNTP speed until I mix speedtest in there. It may be that 'other' traffic mixed in also may cause the speed to increase.
