A friend of mine has Time Warner cable in Oak Creek, WI. Let me try to give as much information as possible to help figure out what the problem may be.
For the modem, they are renting a Motorola SBG6580. Picture #1 shows the detailed information about the modem itself, and picture #2 shows the signal levels.
Connected to the gateway via cat5 cable are two desktops and at least one game system. I don't remember if its a PS2 or an XBox, but I know they have both. Connected via Wireless is a laptop, and at least one smartphone.
Picture #3 shows the results from speedtest.net. While this test was done from the laptop, similar results (very low upload) is also seen on the desktop, even with every other device powered off and not connected (verified this by looking at the dhcp server in the gateway device and verified that only ONE device was connected..the desktop I was testing from).
Picture #4 shows their bill. I added this to show how their internet package shows up to try to figure out what speed level they may be at. From what I can tell, the download is 15 MB, but it does not say what the upload speed should be.
Finally, I ran a Shaperprobe test as well, as I know sometimes the web-based speed tests don't always show the proper speed. That result is below
DiffProbe release. January 2012. Build 1008.
Shaper Detection Module.
Connected to server 38.107.216.47.
Estimating capacity:
Upstream: 1012 Kbps.
Downstream: 14833 Kbps.
The measurement will take upto 2.5 minutes. Please wait.
Checking for traffic shapers:
Upstream: No shaper detected.
Median received rate: 1008 Kbps.
Downstream: No shaper detected.
Median received rate: 14597 Kbps.

My question then is this: Is my friends speed what it should be? I used to have TWC many years ago, but I don't anymore since I moved back to Illinois. I know they were always lower then other ISP's on the upload side, but only 1 MB? That seems low to me. I would think it would be at least 2 or maybe even 3 MB.
If its correct, and the package that my friend is paying for is 15/1, then all is well and this post can be closed. However, if it is instead 15/2, 15/3, etc, then what would my next step be to help my friend?
Finally, I do want to point out that my friend does live in an apartment complex. In their living room they have 2 coax jacks coming out of the wall. They don't have Cable TV at all, so should I try to switch coax plugs to see if that makes any difference?
Thanks in advance for any information or help that can be provided. Also, if more information is needed, please let me know.
One final question. If the package my friend is paying for is indeed 15/1, does TWC offer other options that include a higher upload?

Note: Markets may very in pricing and speed. His turbo speed does say 15megs so I think that is what he gets in that market. | | Reviews:

| reply to plencnerb Since your friend happens to have the SBG6580, check out this thread:
»Heres the Masterpassword for SBG6580 Cable modem
If the technician password works on your modem, you can see what upload/download speed the modem is provisioned for (the last post about Earthlink Max appears to be 15/2 service). -- AT&T U-Hearse - RIP Unlimited Internet 1995-2011 Rethink Billable.

| It looks to me like this person may have the old turbo 15Mbps grandfathered at $10 more a month than Standard which is also now 15Mbps. So its a big waste of money to pay for it, I'd tell him to call in and get it corrected, and I'm sure your friend could get at least 20Mbps for the same price or less. | | plencnerbPremium join:2000-09-25 Elgin, IL kudos:2 | reply to plencnerb Everyone,
Thanks for the replies so far.
I went and entered in the "Master" login information. That worked as described in the thread.
After looking around, I came across this information
Network Access Control = 1
DOCSIS 1.1 Upstream Service Flow Settings
CM flow ref = 1
QoS param set type = 7
service class name = 'us_hsd_res'
us bw sched strategy = 2
max tx rate, bps = 1024000
max burst, MAC bytes = 6144
max concat burst, byt = 6144
IP ToS overwrite = 0
DOCSIS 1.1 Downstream Service Flow Settings
CM flow ref = 5
QoS param set type = 7
service class name = 'ds_hsd_res'
max tx rate, bps = 15360000
max burst, MAC bytes = 3044
Global BPKM Enable = 1
Going by that, it looks like my friends service is caped at 15/1.

I believe that to be the case. My friend has had service for at least 3 years now, so they may be on the grandfathered plan, where service was 10/1 and they added the "turbo" upgrade to 15/1 for an extra price. So, I took a look at the link for the plans in their area, and you're right. For the exact same price (probably a bit more due to taxes), they could have 20/2. While the upload is still not that great, the extra download would help them out a lot.
I'll let me friend know about that. Looks like my friend may be changing packages.
Thanks everyone for the help and information.

I just wanted to give a quick update that my friend worked with Time Warner and went ahead and upgraded their service. They went to the local Time Warner store in the Southridge Mall to do the modifications.
In the process, they found out that yes, they were on a grandfathered plan, and that the charge for the $10 "Turbo" Upgrade was no longer needed. However, they also noticed that my friend has not been charged for "Home WiFi" and they should have been. They also found out that the plan on that web page is for "New" subscribers only.
In the end, my friend did upgrade to that plan (20/2) and they received a new modem as well. They now have an Arris DG860A Modem/Router combo. It is now costing my friend about $10 more per month, but that is OK with them, do to the faster download and upload speed, not to mention a Docsis 3.0 modem.
From what I can tell, everything is working great, except the wireless. I don't know much about what the problem is, but it appears to be a problem with the modem, as it is not always broadcasting the SSID, even though it says it should be. I think they were going to call Time Warner up and see if they can fix it on their own. I may also try to troubleshoot it remotely as well. If I do require further assistance with that, I'll start a new thread.
Thanks again for all the help.
