What kind of device are you using to connect? if you do not have the TriFi or the Tri USB connect, that would explain the low speed, as EVDO gets bogged down very easily
Even here in Phoenix where Verizon has 4G LTE, most parts of town are well below 300kbps on EVDO, and LTE in the same spot will be 50+Mbps
