But you must have used it once, because without Google cookies, you can't get to the location data page; not even to get the "No Data" message.

You seems to forgot to mention, that cookies could have different flavors. They could be chocolate and vanilla, permanent and session only... You don't have to have permanent cookies to get "No Data" message, that I quoted earlier.

I believe you not only have to have a Google account, but it must be signed in. My earlier comment about cookies overlooked the "signed in" qualification. Current Google practice appears to count a YouTube account, if you have one.
