Slow upload

Have a recent issue where my upload speeds are horrendous - sub 1mbps on my 35/35 line. Download is great, nice and fast.

Working with support we have rebooted router, reset router to defaults, r opted ONT, replaced router, replaced ONT, replaced splitter yet problem persists

Speedtest.net results are sporadic, sometimes above 20 but many times below one. I am not too hung up on those results but Verizon seeing some good test results makes them think nothing is wrong.

in real life uploads to Dropbox, google drive or video/audio chat is horrible. Packet captures on uploads show massive numbers of retransmits, duplicate axis and similar issues - how can I get someone at Verizon to help? the level of support seems to not extend much beyond "reboot the router"

Packet capture shows large amounts of retransmits during any upload operation (speedtest, upload to dropbox, upload to google drive etc). The more retransmits, the lower the effective bandwith is of the transfer. At some points it takes 2 or 3 minutes to upload a single digital camera picture on 35/35Mbps internet. All PCs in house started having issue at same time
