[Internet] Speed doesn't increase when Fibe TV is off?

From what I read on Wikipedia and on this forum, having Fibe TV can give you 25mbps more bandwidth if the PVR is off but that hasn't happened to me... why?

When you have Internet Fibe and TV the modem is synced at a higher profile to assure watching TV doesn't reduce the Internet speed but this additional bandwidth isn't available for Internet. For example my line is synched at 48mbps and I can record 3 HD chanel and 1 SD and I still have the full 25mbps for the Internet. In other words the additional 23mpbs is reserved for TV streams only.

Really? I thought it could be used for yourself as long as the TV was off

This is no longer the case, Bell has introduced new speed policies to limit the customers speed regardless of their profile.
