You don't even need the grounding wire (functionally). And, it's common for groundings to be bare. Heck, that's how you can tell they're groundings.
If you think that's bad, you should see the grounding wire they put in when they installed a new breaker box here -- about four feet of entirely bare wire on the outside of the house. Lots more inside, too.

Springfield, PA | Thanks a lot for the info! I was just concerned that the connection; since it is outside will corrode over time. Is it ok to fashion some cover? OR wrap the entire pictured area in electrical tape?

That is NOT an acceptable ground. Electricians can pull up the exact code, but ecah ground wire needs to go back to it's own connection on the main ground. Your antenna guy (what type of antenna?) needs to fix it properly.
