Not a question of them not being allowed, it's a question of them tailoring their offerings to match the market competition. You should see what the cable cos are offering in Aliant territory, where they have to compete against a 50/50 FTTH connection with no bandwidth cap for $42/mo....
Yeah... there's no market collusion at all. This is why Bell, Rogers, and Telus all offer identical cell phone plans at the same price....
