The $10 is a technology fee, and includes one box. Additional boxes are an additional $10/ea.

Using a cable card and no boxes will get you roughly $2 off that $10.

My family members are telling me they are seeing two service fees on their bills when they NEVER had the fees before.

You should not see two HD technology fees. A single fee covers all outlets/boxes in the home.
Is it possible they also picked up an additional outlet fee? Or one of the other new fees that have been added for DTAs etc?
Comcast has added a substantial number of fees recently (and then runs a commercial accusing the phone company of nickle and dime fees for customers)

They've basically done some slight of hand to make the result the same.

It used to be you were charged an HD technology fee of $9.95 for each HD box.

Now you only have to pay 1 technology fee, but they also charge you $9.95 for each additional box.

So, they changed everything and nothing.
