I know people that probably could get by with that tier, but if only $10 more it gives you a lot more speed. I'm sure CC did that so people would spend the extra $10
It's like going to the computer store & seeing a 500 GB hard drive for $70 & the 2 TB drive for $80

reply to luckmann I thought they had to provide a very cheap tier for the people that qualified as part of the merger agreement.
Comcast (at least in my area) has always has a slower internet plan for not much less then the normal rated plan. They had this even before Comcast thought about purchasing NBC
