Its means that some of the numbers may not be paid to bell but maybe a wholesaler? Or Reseller?
Call bell and ask for the "Client Solutions" department... they seem to have full access to everything and might be able to help you.

what does that mean?
Whenever Bell says that to us, it typically means that the telephone number is now with another telephone company - no record of it exists in Bell's database.
