Number one way to make people do something for you even though its illegal? Threaten them. Deportation. Suspicion of being a drug mule(shout out to the New York PD!!). Don't forget that a "blanket warrant" means that they are suspicious of an illegal act may be happening, but they have no court admissible evidence of an illegal act, so they need the "blanket warrant" to get in and go through everything to find that illegal act. Even if the illegal act does not exist. Theres a data base of employees of big chain stores who are 'suspected of stealing' without any police involvement.
