| Download the Windows Installer CleanUp Utility, install it, and then launch it with Admin privileges. Once you have it launched, find Java and click the remove button. You will have a command prompt open and have a lot of command line stuff execute automatically, don't worry about it.
Now that that's done, reinstall Java. Tada. Problem fixed.

Portland, OR | Control panel > Java > Security tab. Adjust to medium and reboot the system.
If that does not work adjust to low and reboot.
