This is big government...

Several years ago I was interested in becoming a WISP for an area. While researching legalities I discovered that (under Bush I think) a little bit of legislation passed that required ISPs to record everything a person does. I took it a little too literally and got upset at needing to purchase all that storage space.
Silly, I know. But what is scary is that your ISP is required by law to maintain records of all the websites you visit (IP list, times/dates, etc) and hold those records for an amount of time.
It's been a while and a lot of beer has passed through my brain since then, but it happened.
