Non-Smartphones are usually limited to 3G or 1x and the web browsers aren't as full featured. They don't have to worry too much about data usage hence the unlimited.

You mean their Reagan/Bush phone. As it was Ronald Reagan who started the "Lifeline phone" program and George Bush expanded this program to cover cellular phones in 2008.
