Youtube will not play in the evening unless I use a Proxy...

For the last week or so I have been having trouble watching Youtube videos in the evenings (no problems during the day). I have a solid 20/1 connection and all other sites work flawlessly. I was playing around this evening looking at VPN options and found a site called youtubeproxyfree. I'm using Chrome and have the regular youtube video open in one tab. It has been buffering for the last 20 minutes. I entered the video address into the proxy site on another tab and a 30 minute 720p video downloaded in about 5 minutes.

What the hell is going on?

It's not ISP specific, so nobody really knows, and YouTube is VERY quiet on it too even though lots of users across multiple ISPs have been complaining about it for weeks and months. It even made front page news here on DSLR a few weeks ago:

Let YouTube know:

I am also one of the affected users. I tried using one of the "block this CDN" tricks and it made no difference.

I have the same issue when I'm on YouTube without VPN.

When I'm using VPN, no problems.

Probably just a coincidence, but who is to say?

I get this a lot at work (not TWC), but less at home with TWC.
