If CGN allow opt-out

I heard/read that Verizon is going to use CGN in certain areas and allows the user to opt-out, as noted on

I was just wondering if you are going CGN (if not already), are you going to allow opt-out?

Earthlink is a reseller and supplies lines from AT&T, Verizon and Covad/Megapath. Since they are a reseller their current contracts do not allow NATed connections and there has been no mention or even hint that Earthlink will go that route. Only Verizon direct customers have to worry about CGN (a nonsense way to say you will not get a Public IP and instead will have a Private NATed IP) it looks like at this time.
