[Malware] How can I remove fbi virus without hitman pro?

how can I get rid of the fbi virus on windows xp when hitman pro is already on the computer but expired? It won't even run it off of the flash drive I created.
If I install windows 7 on this xp computer will it fix it? Also if we get a new hard drive or computer will the virus transfer to new drive or computer when we transfer our files?

I posted this on the hardware support forum but was directed here.

Can you transfer (from a new clean computer) any tools?
Can you boot to safe mode?

I can't boot the infected computer. It brings up the fbi ransom screen.

You can try this. assuming you have a clean computer to create the bootable flash drive or cd.

The Kaspersky Rescue Disk is a bootable CD or USB based version of Kaspersky Antivirus.

You will find full instructions for download and use at the following links:
