It's simply supply & demand. There aren't that many pipes feeding into OC. All data is back hauled to LA or San diego, mainly LA.
Simply look at the DC's around here, all are all back hauled to LA, with only a few back hauling to San diego.
Transit is already quite expensive, but then add in the back haul necessary? ( Dark Fiber is expensive too ! )
