[Comcast] Comcast/Earthlink availability

I just heard that Earthlink provides services over the Comcast network, at least in certain areas. I entered two of my home addresses, one in Utah and one in the Bay Area, both of which are wired by Comcast, and neither showed availability. Are there only certain parts of the U. S where Earthlink is allowed to provide services over the Comcast network?

Apologies if this has been answered before, but I was unable to find any concrete info.

For years it was only available in parts of New England and Washington State. These was as of 2008 so this may not be what it is today.
