The $19 million Israeli company, Vocaltec, wasn't a shell. It is the pioneering VoIP service provider with the release of its Internet Phone in the mid-90's.

I will add that we are a clec in Cyprus and have purchased SS7 equipment from the Israeli company whose name is Vocaltec.
