Wow. Good read.

ISP's hand out static ip addresses in blocks. How many of these blocks have unused addresses? Again, only a way to delay the inevitable, but any added time is good.

Short answer, a lot. I have worked for several different companies that have a lot of static v4s. Majority of them are usually unused.

Unfortunately, a large-scale IPv4 reclamation effort would not only be extremely costly, wouldn't gain us very much time:

disappointing... That article sums up what I've been seeing nicely. With another 10 years before everyone has access to native IPv6, before there is a business case for it...
