some one called me and told me my computer was being hacked. they told me to go to a website and download some remote connection software I told them not going to happen. Then they said they will shut down my computer and it will BSOD when I try boot into windows until i contact them. then I told then If that happens a clean install of windows will fix it. Then i hung up

Yes, best thing you could do is to hang up. Long running scam, probably wanted you to install Teamviewer.
