Sorry if this is a double post. I see on the thread page that in this thread I have the last post yet I don't actually see it in the thread. DSLReports must be acting up as it also is showing a login button at the top and when I click it it says I am already logged in....
Well I didn't see any traceroutes from the FIOS to your server but I have a feeling its going over cogent.
VZ and cogent in LA are having major issues rights now. Even with 20 connections I am getting under 1 mbyte/sec for the vast majority of the day to my server in LA (I am also in LA). Latency goes from 3ms to around 50ms for now up to half of the day.

box.houkouonchi.jp/fios1.htmlThe big spikes with the jitter from yesterday (going up to near 200ms) were caused by downloads and other traffic but normally my QoS prevents traffic like that upping latency so the rest of the graphs should be normal.
If you look at the weekly graph it has just been getting worse and worse over the last few days. I used to work for the company where my colo'd server is and had full administrative access to all switches/routers but not anymore. Tomorrow I am going to ask one of the network engineers to to route over internap instead to AS701.
So I have a feeling if traffic from FIOS to your server is going over cogent (which I suspect as you say you have cogent) that this could be your problem. VZ/cogent is probably not having issues in NY which is why you are only seeing it from FIOS customers in L.A. If you PM me the actual IP of your server I can run a traceroute from my FIOS in LA to see if its going over cogent.
This is not the first time I have seen problems between uunet/cogent either. I saw the same thing like a month or two ago as well.
