Samsung Galaxy Exhilarate smart phone

I have a question I am thinking about getting this phone.
Samsung Galaxy Exhilarate and from what I found out it is a gsm phone. It does have SIM card that it uses. The operating system is Android 4.0.4. The platform is Android 2.3, Gingerbread.
I would like to know if this phone be able to use apps from Google or any other places?
What would you recommend that around $175.00 if this phone will not work?

4.0.4 is Ice Cream Sandwich, not Gingerbread IIRC. Yes, the device will be able to use apps from the Google Play store.

That is correct, 4.0.4 is ICS, not Gingerbread. Google play store will be right there on it when/if you buy it. You might also be able to sideload apps from other sources with ICS, I can on my phone.

I don't know anything about that specific phone, did you do some research on it, check reviews, etc.?

You can always return it if it's a dud (check how much time you have to do that easily).

Or you can buy the nokia lumia 521. It's only $129 and it's pretty good (for that price).
