For those with firearms that were arbitrarily reclassified as "assault weapons" or have magazines that were arbitrarily reclassified as "large capacity magazines" by the law (PA 13-3) enacted back on April 4, 2013, the state has finally put up the registration forms for those items. As of today the state still has not put up the application forms for the Long Gun Eligibility Certificate (to purchase long guns), or the Ammunition Certificate (to purchase ammunition and ammunition magazines) on the DESPP website.
Here are some dates CT firearm owners will need to be concerned with.
October 1, 2013: All ammunition and ammunition magazine sales will require the buyer to present
one of the following; valid permit to carry a pistol, valid permit to sell at retail a pistol or revolver, valid eligibility certificate for a pistol or revolver, valid long gun eligibility certificate, or valid ammunition certificate.
January 1, 2014: Owners of reclassified "assault weapon" firearms must apply by this date for a "certificate of possession" for each of their firearms arbitrarily deemed "assault weapons" by the state. Owners who have
existing "certificate of possession" for previously arbitrarily classified "assault weapons" owned prior to 4/4/13
do not need to reapply for the certificate. Owners of magazines arbitrarily reclassified as "large capacity magazines" must submit by January 1, 2014 a Magazine Declaration Form.
April 1, 2014: All long gun sales (rifles/shotguns) will require the user to present
one of the following; valid long gun eligibility certificate, valid permit to carry a pistol or revolver, valid permit to sell at retail a pistol or revolver, valid eligibility certificate for a pistol or revolver.

Currently the cost for applying for the Long Gun Eligibility Certificate is $116.50, not including the cost for the state approved safety course (usually another $100).
Currently the cost for applying for the Ammunition Certificate is $35.
The Connecticut State Police have released an FAQ on the new laws (PA 13-3 and PA 13-220).
Note: There may be errors in their FAQ that do not match with the wording of the law.
