Well ultimately Verizon has to be licensed to work in the state so if they piss the state off enough, maybe they will have their ability to work there removed.

In addition, the government can use imminent domain on them just as they do anyone else.

So let Verizon show their teeth and then whine as they get smacked on the nose.
