Do we really have a new mayor in LA?

Since I didn't stay home to watch the media fawning over the swearing in ceremony for Los Angeles's new mayor I only recently learned that he was given the oath by a 13 year old kid.

I know that with certain exceptions minors can't legally enter into contracts, but can a minor legally give a binding oath to a public servant?

If not, do we have a mayor legally in charge now or not?

In my very quick googling of the ceremony and related news articles I found no mention of this particular issue.

That was a symbolic ceremony.
He was officially sworn in by the city clerk.

Alas, we're in for another eight years of business-as-usual.
