It really is a shame that neither of the latest flagship phones on Sprint (HTC One or Samsung Galaxy S4) support anything other than 1900MHz LTE. You'd think that with Sprint planning on launching tri-band LTE soon they'd have phones ready to support it.

That wasn't in Sprint's control - 800Mhz LTE wasn't ratified by 3GGP until this year. The SG4 was probably designed and in testing well before officially available. Tri-band (800/1900/2500) LTE hotspot devices are just now coming out, tri-band phones will come this fall. One of the SG4 variants is rumored to have tri-band, I think the Active or something like it. Would think just about all phones coming this fall onward will be tri-band.
