[AR] Issues in Northwest Arkansas?

I have Cox HSI Premier and I'm getting well over 100 MS ping and less than 10 Mbps down via Cox speed check tool. Upstream appears to be fine though:

Wed Jul 10 08:55 PM Yes 9 Mbps 18 Mbps 126 millisec 72.204.8.33 Kansas
Wed Jul 10 08:54 PM Yes 9 Mbps 20 Mbps 124 millisec 72.204.8.33 Kansas
Wed Jul 10 08:53 PM Yes 10 Mbps 21 Mbps 116 millisec 72.204.8.33 Kansas
Wed Jul 10 08:53 PM Yes 9 Mbps 23 Mbps 120 millisec
72.204.8.33 Kansas

Normal:
Sat Apr 27 09:40 PM Yes 65 Mbps 20 Mbps 56 millisec 72.204.3.152 Kansas
Sun Apr 21 11:34 AM Yes 65 Mbps 23 Mbps 60 millisec 72.204.3.152 Kansas
Sat Apr 20 11:43 AM Yes 65 Mbps 24 Mbps 55 millisec 72.204.19.216 Kansas

first two results today were with router, second two were direct to modem. I noticed some issues last night while on youtube but didn't check the speedtest.

Hi, everyone. There was fiber damage yesterday that reduced bandwidth in Kansas/Arkansas, but backup connections prevented a full loss of connectivity. Repairs were completed early this morning.
If anyone is still having issues, we should troubleshoot normally, so please let us know!

I often wonder why Cox doesn't share information like this more directly. At least let us sign up to receive it if we want it. It would reduce troubleshooting time and frustration on our end when things go wrong for no apparent reason, and it would reduce calls to customer service on Cox's end.
