Yeah that could be part of the incumbents anticompetive reasoning among other possiblities.
Though most if it is due to the CRTC decision tariff's in regards to the CBB (Capacity Based Billing) scheme.
Some of us are hopeful the next round of tariff talks/negotiations whatevers a better system emerges thats more fair to everyone all around including end users (customers) of ATPIA providers.
This is all still a "new" ground of contention. I'm thinking adjustments and modifications might happen again once all the ATPIA providers have completed the entire migration to the aggregated system and everything levels out to a point where we can see a bigger picture of how the new reality is going to work.
No doubt, it'll be an interesting experience on the new CRTC rollercoaster. --
