hmm I don't think that is really over provisioning compared to what TWC uses in their markets that they have had a while before the insight buyout. A least I hope they are not only doing 22/2.1 for Turbo for the overprovisioning. Unless TWC is still treating the 30, 50, and 75 tiers as a premium service that may be why we are seeing speed increases finally as standard was 10/1 went to 15/1 and turbo was 15/2 and went to 20/2.
It's possible even tough on 08/01/13 I was seeing:

well I knew about the 35/5 tier TWC has had on business class for a long time as a matter of fact when Dallas got wideband on the business side they gave them the option of 35/5 or 50/5 so nothing changes for them except their 50/5 and 75/5 are getting a boost
I am betting TWC knows something is coming regarding Uverse and they want to stay ahead I am suspicious because of the 6~Mbps upload along with upping the downstream cap to 35.4Mbps for extreme just enough to give a good 34Mbps down and 5.5Mbps up after overhead Also they now have extreme at 74.99 and ultimate at 104.99 which I am betting will come down once Uverse introduces their 75Mbps tier.
Also I think TWC is likely load testing the upload before they do large increases on the upstream
I am assuming they may be just over provisioning or could be upping the speeds slowly. But having a 10Mbps over provision for a 75Mbps tier doesn't seem likely.
How in the heck are you getting 10 and 15Mbps upload TWC Socal doesn't even have QAM64 upstream channels yet that I am aware of and are not bonding yet? The most any upstream in Socal has right now is around 20Mbps and that is on the 5.120 k/sym 6.4MHz wide channels.
TWC in Dallas is bonding 4 upstreams at QAM16/QAM64 at 3.2MHz wide and we only got 5.91Mbps upload max
seems consistent 10 speedtests off of the same server at 4:30 am is yielding 5.75Mbps upload heck yeah

why do I see problems here? You can't have an upstream of 65.09Mbps and the downstream is less than the upstream?

Before I unplugged my modem, I ran about 5+ tests and averaged about 20.66 Mbps down and 2.09 Mbps up.
Restarted the modem, ran the tests again and now I'm at 22.77 Mbps down and 2.29 Mbps up

Funny thing is this isn't even my highest ever. I'm looking at my test history (speedtest.com) and my highest was 22.85 back in Oct when I first signed up for service. That first week or two of service I was actually hitting 21 down on numerous tests. Of course, over time, it evened out at 20 down.
Can't believe you guys got me out of bed just to test this, haha.
Before I unplugged my modem, I ran about 5+ tests and averaged about 20.66 Mbps down and 2.09 Mbps up.
Restarted the modem, ran the tests again and now I'm at 22.77 Mbps down and 2.29 Mbps up

You saw the 75Mbps tier got a nice 10Mbps jump on the downstream and it is looking like Ultimate 50 got a boost too. Now what did Kansas City get is the question hehe
mine is using a 10/100 card in a compaq presario from 2010 :P
Not enough memory but I liked the presario brand so I got another one when the one I had crapped out oh and I was used to using them in High School so that was a plus
