[Connectivity] All kinds of weirdness

Hello all,
I've been having some issues since March of this year, that's when all hell broke loose. I started to get lots of t3 and t4 timeouts, so a truck came through and cleaned the line up a bit (replaced outside tap, fittings). Fast forward to May and the problems came back but even worse then they were before. The last tech said pretty much the line is as clean as its gonna get and further issues will have to be escalated to someone "higher up".
The line comes straight in off the street into a 4 way that feeds the modem. Should I just keep on calling every time the modem acts up? Sometimes its down for over an hour.
Thanks.

EDIT: those power levels are not like that all of the time, when they are all level its around 3.0dB

There is a huge problem somewhere, you shouldn't have more than a 1dB differential between channels. Yes, keep calling. The closer together you have techs out the better, triggers more alerts.

It seems the frequencies I'm on now are different, but the power levels are where they should be. I'll keep on eye on it and hopefully things will improve.
