Well, yes. I would set up a rule that disallows me from getting my full bandwidth to keep my connection running stably. But then I wouldn't be getting my full bandwidth.

Still might do that though. Though the amount of upload bandwidth available to me is variable to the point that I might be sactificing a bit too much by doing that.

Let us not discount the interest on the debt paid for by all tax payers. This is a reverse franchise fee so grandma who doesn't even own a computer is forced to pay for a kid's Netflix; there is no doubt USF also is paying for HD Netflix.

The real cost is hidden from those who don't have eyes to see or ears to hear.

Not sure where that $25 infrastructure fee is from since I'm a current XMission subscriber for Utopia and my fees only come out to $6.23 each month. I'm also paying an additional $25/month for VOIP and looking forward to my 100Mb/s service dropping $10 starting next month to $35/month. When is the last time you've heard of an ISP actually dropping the cost of service!?

Unfortunately with how poorly designed cable/DSL infrastructure is for the situation where the upstream is congested you have a choice of that last little bit of upstream capacity or atrociously bad latency. There has been discussion of integrating better buffer management techniques into the network as in CPE and CMTS / DSLAM to alleviate these issues with buffer bloat and the resulting latency problems, but if anything that is quite a ways out if it is implemented so the only option you have at the moment is dealing with it at your router.
